He or she will be part of the GRYPHON/ SEA 21AY1 team focusing on providing life-cycle support to SEA21 and PMS 407 by providing lifetime Lead Logistics Analyst Support for all Combat Systems and SPAWAR SHIPALT equipment’s on all MAAC Class Ships.   The candidate should be versed in managing and tracking the acquisition of Government Furnished Material and Government Furnished Equipment (GFM/GFE) and tracking the material for ships and the executing yards, they should be accomplished in Configuration Management, Navy Data Environment (NDE) inputs, and respective Headquarters or Hardware Systems Command (HSC) equipment knowledge.   Responsibilities include: - Participating in weekly alteration status meetings with PMS 407 Availability Managers; - Providing valuable information and material status of various alterations, and whether they will be installed during availabilities that will be conducted on the various ships for the following 18 to 24 months; and - Acts as a liaison to ensure resulting actions from these meetings are resolved in an accurate and timely manner.

GENERAL DUTIES:   Gryphon is looking for a Management Analyst in Philadelphia, PA with SCD/NDE experience. Duties include:    SCD Support - Initiate and draft SCD documents IAW of In-Service Engineering Agents (ISEAs) for their review. Contractor shall: 1. Utilize the NDE/SCD Entitlement database to reference information and to create documents. 2. Capture, integrate, and develop SCDs based on information from NSWCPD’s ISEAs; information such as hull applicability, technical and change summary, Integrated Logistics System (ILS) impacts, qualification, fielding and cost estimating information critical to SCD initiation shall be incorporated and managed/updated with new developments. The intent of this task is not to be a detailed engineering effort, rather a programmatic and system integration management focused effort. NDE/SCD Entitlement Review Process - Assist with managing and coordinating the NDE/SCD Entitlement Review Process; this includes applying knowledge of the Technical Assessment Team (TAT) review process to support submissions and responding to findings in a timely manner; responses may only require coordination or the actual data entry (Or a mix of the two methods).

The Surface Maintenance Engineering, Planning, Program (SURFMEPP) maintains, monitors, and refines Class-wide and Individual-Ship Maintenance Plans for all non-nuclear surface ships to ensure material readiness for the projected service life, develop life-cycle strategies to address system upgrades, and fully implement the Class Maintenance Plan into each surface ship's maintenance schedule and availability planning process.   SURFMEPP is headquartered at the Norfolk Naval Shipyard in Portsmouth, VA. The candidate will support SURFMEPP and surface ship life cycle maintenance.  Responsibilities may include: - Develop and maintain availability maintenance planning for the U. S. Navy surface ship maintenance and modernization end to end process and the JFMM depot level planning requirements. - Maintain the Navy Data Environment database (NDE), the VSB and M&SWP automated information systems as required. - Routinely reviews the CSMP, CMP, Navy Maintenance Database (NMD) and other data sources to create life cycle planning documents for CNO availabilities that integrates all facets of maintenance and modernization. - Assists SURFMEPP and SEA 21 personnel with answering Congressional, Office of the Secretary of Defense, Force Management and Budget, and other agency requests for information, data calls, reports, and other similar inquiries. - Validate existing CMP and life cycle maintenance content through engineering and data analysis - Validate the CSMP, CMP, NMD, and Maintenance Resource System (MRS) execution content through review of requirements in the Joint Fleet Maintenance Manual, Naval Ships Technical Manuals, Ship Specifications, system/equipment technical manuals, instructions. drawings, and other artifacts - Conduct detailed reviews of ship CSMP entries and maintenance availability closeout reports to identify requirements, cost elements and impact to future maintenance availability durations and budgets. - Assist in maintaining the accuracy, content, integrity of and accessibility to the CMP and the M&SWP database for surface ships. - Document processes and work instructions as required. - Perform scheduled analyses of surface ship End to End processes/products to promote the proper planning and integration of ship system maintenance and modernization and related shipyard support services. - Support development of process/product metrics and utilize metrics to improve SURFMEPP product content and recommend improvements to SURFMEPP internal processes/products.

The Master Specification Catalog (MSC) Planner will support the MSC Management Officer by developing and maintaining catalog templates; implementing directed changes from the Standard Specifications for Ship Repair and Alteration Committee (SSRAC), and other tasks concerning MSC maintenance. This planner will work with other SURFMEPP subject matter experts to develop catalog templates which support Directed Maintenance Strategies being implemented across the Surface Fleet. This SME will also serve to promote the use and improvement of the MSC and encouraging standard planning methodologies by all Planning Activities. Specific duties include: - Working within Navy Maintenance Database (NMD) as a planner working principally within Mechanical Disciplines. - Be knowledgeable of the Joint Fleet Maintenance Manual (JFMM), especially Volume II (Integrated Fleet Maintenance) and Volume VII (Contracted Ship Maintenance). - Write work specifications/templates and estimate in accordance with 4-E of the JFMM. - Review work Templates for accuracy and approve/disapprove. - Conduct technical research in support of MSC template development, obtaining information from anyone of several Navy technical repositories [e.g. Combined Regional Technical Library (CORETL) or Technical Documentation Management Information System (TDMIS)].
