    Responsibilities

    Review and analyze government provided fielding plans, Government Data Bases, proposed ships baselines changes, and coordinate with product delivery program managers and ship’s force representatives to make sure changes to ship baseline are integrated and meet CNSP mission. Provide the necessary documentation as required by the NMPMOM and USFFC/CPF Instruction 4720.3 in support of CNSP and Fleet Commanders. Specifically:

    • Manage, track, and coordinate all Type Commander (TYCOM) owned Combat Systems and equipment alterations / Alteration Equivalent to Repair (AER) scheduled to be completed during each quarter throughout the period of performance.
    • Participate with CNSP at regular Fleet C5I planning conferences and monthly Forward Deployed Naval Forces (FDNF) C4I readiness conferences in order to properly oversee advance planning for Carrier Strike Group (CSG) and Amphibious Ready Group (ARG) configurations. Provide feedback reports no later than five working days after the event.
    • Generate the Quarterly Combat Systems C5I Alteration Installation Team (AIT) message by the end of the second month of each quarter through collaboration with all AIT membership, Navy Data Environment (NDE) database managers in NAVSEA.
    • Track the Quarterly Combat Systems – C4I AIT scheduling message for proper execution. Identify unplanned changes and problems, such as ship operational schedule change, associated with installations scheduled during each previous quarter and resolve them through collaboration with the scheduling authority, Immediate Superior in Command (ISIC), AIT Teams, South West Regional Maintenance Center (SWRMC), C4I Port Engineers, and Ship’s Port Engineer.
    • Track, coordinate, monitor, manage, provide status reports and de-conflict all Combat System-C5I installation, performed by AIT throughout the period of performance, on-board Pacific Fleet ships, to include representing CNSP at COMTHIRDFLT (C3F) Quarterly Scheduling Conferences. Interpret and utilize ship schedule for use in coordination, formulating endorsement processes and approval.
    • Research data, consolidate input, develop and provide briefing slides to visiting Prospective Commanding Officers (PCO) as they occur.
    • Provide C4I modernization input to CNSP classified briefing information sheets for visits to ships assigned to the Pacific Fleet.
    • Analyze, research, coordinate and Navy messages for C5I systems and equipment related to Navy C5I Modernization process regarding various requests and offers such as, Software and Hardware Installation, Risk Assessments, Late Additions, SECNAV WAIVERS/Memorandum For the Record (MFR) and Emergent requests. Utilize Navy Data Environment (NDE) database and Navy Regional Enterprise Messaging (NREM) system.
    • Analyze Electronic Target Configuration Date (ETCD) Risk Form request, research, resolve issues, track and follow-up ISIC issues and concurrences, collaborate with Participating Managers (PARM), and forward ETCD Risk Forms, via email, for voting.
    • Provide subject matter expertise to develop and review instructions in support of C5I systems and equipment maintenance and modernization.
    • Witness Installation demonstrations of alterations to be executed via mail outs.

     

    Qualifications

    • A minimum of a High School diploma is required.
    • Requires a minimum of five years experience in U.S. Navy shipboard C5I system installation execution management and oversight to include C5I legacy system maintenance and Life Cycle support. Must have experience in SURFPAC C5I Shipboard Baseline Management.
    • Must have active Secret clearance.
    • Work experience assisting in the development of work plans, monitoring progress for planned objectives and reviewing quality of work; and collecting and analyzing data.
    • Able to independently scope your assignments, exercise judgment in selecting specific approaches and, when necessary, make minor changes to adapt methods to your specific work situation. This includes identifying priorities per senior staff and Government POC guidance.
    • Written products should not require close review for technical and analytical adequacy.
    • Excellent written and verbal communication and interpersonal skills, strong computer skills, the ability to work independently and meet deadlines.

    • Review and analyze data, and/or reports to ensure correct format, technical accuracy, and compliance with Navy guidance.

    • Expert use of MS Office: Word, Excel, Power Point, and proficient use of MS Projects.

    • Able to plan tasks, POAMs, and track numerous distinct projects simultaneously.

    • Ability to plan, coordinate and execute projects independently with other Navy activities.

    • Analytical ability of problems and identification of possible resolutions, to include providing objective and clear resolution options via briefs, emails or other written documents.

    • Must possess strong self-initiative and ability to multi task.

    • Must be able to work both independently and as part of a team in a highly dynamic work environment.

    One must have good written communication, interpersonal, problem-solving, analytical, mathematical, and organizational skills. Ability to follow directions is a must. Applicants must be able to work well alone and as part of a team. U.S. Citizenship required.
