    The incumbent manages and directs propulsion systems engineering support on behalf of NAVSEA 05V In-Service, RCOH, and New Construction Ship Design Managers (SDM) and the Propulsion Systems Engineering Manager (SEM) on programs and projects associated with the design, modernization, repair, and maintenance of aircraft carriers. The incumbent serves as a technical expert for the Propulsion SEM and SDM TWHs by developing, implementing, and managing propulsion systems engineering support. This includes identification and analysis of technically acceptable options and the adjudication/negotiation with applicable stakeholders towards the resolution of very challenging CVN technical issues. The incumbent will:


    1. Focus on total ship systems engineering, including development, integration and evaluation of aircraft carrier designs, major ship systems, modernization, maintenance and repair. Assignments will focus on the assistance in oversight, resolving major technical problems and identifying risks which impact current and future technical efforts and operations by managing the work of the SEA 05V Engineering Agents, the Technical Authorities (TA) and their associate Life-Cycle Managers (LCM) and In-Service Engineering Agents (ISEA), and other technical experts and field activities.  The incumbent will assist manage performance of the full range of technical functions and help provide direction for complex technical, process and risk identification efforts.
    2. As designated by the SDM and/or SEM, provide recommendations in exercising the technical authority of the SEA 05V TWHs including technical oversight and direction to the TAs, LCMs, ISEAs, SEMs, SEs, and Engineering Agents consistent with the precepts of Technical Authority.
    3. Evaluate and assess the implementation of and compliance with NAVSEA technical requirements and standards.
    4. Evaluate and assess the risks associated with non-compliances and departures from NAVSEA technical requirements and standards.
    5. Implement standards and processes as directed by the Division Director, Ship Design Manager, and/or SEM.
    6. Identify, lead and support continuous process improvement (e.g. Lean Six-Sigma events).
    7. Provide technical oversight and recommend direction for the Program Related Engineering and Program Related Logistics requirements and the associated Engineering Agents (i.e. Carrier Planning Activity, Propulsion Plant Engineering Activity, and NSWCCD).
    8. Represent the Division regarding significant engineering issues at conferences with other Navy commands and other DoD organizations.  Make recommendations for the systems command (SYSCOM) commander or activity head on decisions affecting technical aspects of Navy-wide programs / projects, and making formal presentations to senior officials.
    9. Develop engineering solutions and prepare correspondence describing the engineering solutions, resolving issues associated with Propulsion Systems and Equipment Issues.
    10. Provide engineering assessment, research, and problem resolution utilizing actual operational CVN experience. Develop and provide technical briefings and assessments in support of management, meetings, IPTs and conferences i.e. LCMG, PYPR, WIP and EDSWG.
    11. Provide CVN operational expertise in support of the resolution of propulsion system and equipment related issues.


    • Bachelor of Science in Engineering.
    • Minimum of nine  years or more engineering experience, it is desired that this candidate have experience with CVN 68 class propulsion systems and ideally this candidate would have experience with CVN 68 and 78 class propulsion.  It is desired that this candidate have prior operational experience and ideally have experience working with NAVSEA.
    • Experience writing requirements and drafting Statements of Work (SOW) and Technical Instructions for technical areas is strongly desired.


    One must have good written communication, interpersonal, problem-solving, analytical, mathematical, and organizational skills. Ability to follow directions is a must. Applicants must be able to work well alone and as part of a team. A Secret Security Clearance will be required. U.S. Citizenship required.
