Responsibilities

The Senior Warfare Operational T&E (OT&E) Specialist roles and responsibilities include:

 

  • Perform analysis of documented Fleet combat system/weapon system mission capability requirements, and evaluate and derive requirements for testability.
  • Support development of combat system and weapon system OT&E plans to verify and validate warfare system performance and operational war-fighting capability.
  • Support post-test analysis and reporting of combat system and weapon system test events. Evaluate test event discrepancy reports and verify/validate incorporated fixes affecting systems and system of system capabilities. 
  • Participate in review of warfare systems and elements under development to ensure traceability of requirements compliance through verification and validation.

Qualifications

  • A minimum of sixteen years of related experience is required.
  • Military training or education is required.
  • Three (in the last five years) of Operational T&E (OT&E) experience - previous tenure in COTF as active duty or contract support.
  • Must have experience with the Navy and multi-service missions, operations, logistics, management, and organizational responsibilities.
  • Must have working knowledge of the DoD 5000 series, OPNAVINST 5000.42 series, as well as SECNAVINST 5000 series instructions.
  • Must have demonstrated the ability to interact effectively within the naval community and have a demonstrated ability to communicate the results of the operational analysis to sponsoring activities and decision makers.
  • Must have working knowledge of Design of Experiments (DOE) and expertise in development of a COTF Integrated Evaluation Framework (IEF) and expertise in entry/extraction of data within the COTF IEF database tool.
  • Completion of COTFOTD and Framework courses.
  • Previous operational test experience.
  • Previous active duty Naval experience.

One must have good computer skills, written communication, interpersonal, problem-solving, analytical, mathematical, and organizational skills. Ability to follow directions is a must. Applicants must be able to work well alone and as part of a team. A Secret Security Clearance is required. U.S. Citizenship required.
