Responsibilities

Budgeting, financial management, acquisition initiation and documentation, program management, and Navy Planning, Programming and Budgeting, and Action Item Tracking.  Develop, update, or review of the following:  Business Plans; Work Breakdown Structure (WBS) application; Contracts and Tasking; Metrics and Program Specific Plans of Action and Briefings; Spend Plans; Obligation Phasing Plans (OPPs); Obligation/Expenditure reports/Briefs; Budget Exhibits, i.e.,  (NAVCOMPT, OSD & President’s), Negative Unliquidated Obligations (NULOs), Task Planning Sheets (TPSs); and Budget Allocation Forms.  Control quality, cost, and schedule for all deliverables and work products.  Interfaces and coordinates with various government and contractor stakeholders to ensure efficient cooperation.

Qualifications

Experience working in the following government systems:  Enterprise Resource Planning (ERP), Standard Procurement System (SPS), RDOCS/PDOCS, Planning & Budgeting Information System (PBIS), etc. and legacy systems including AUTODOC, PRISMS, STARS, and EFTS.  Legacy system experience is helpful but not required.

 

Five to seven years of experience in Defense Acquisition, Business and Financial Management is required. A Bachelor's degree in a related field is required.

 

One must have good written communication, interpersonal, problem-solving, analytical, mathematical, and organizational skills. Ability to follow directions is a must. Applicants must be able to work well alone and as part of a team. A Security Clearance or the ability to obtain one will be required. U.S. Citizenship required.
