Provides technical editing services and TM program guidance to assure TM documentation is technically and editorially correct and available within the established time frame. The incumbent will assist the journeyman lead Technical Manual Editor in the technical and administrative management of the Technical Documentation Program and is involved in all areas ensuring objectives, schedules, costs, and performance are planned, met or revised in accordance with overall requirements. The incumbent assists with the following:
Develops and/or updates existing TM plans. Selects or tailors specifications that govern the content and format of assigned TM material. Develops budget estimates and production schedules. Writes or updates technical manual portions of Integrated Logistic Support Plans (ILSP). Generates status charts on current TM projects and develops data for various reports, checklists, engineering change proposals, and studies.
High school diploma and a minimum of five years experience required in performing technical manual support of Navy or MSC systems.
Must have a detailed knowledge and understanding of the concepts, principles, and priorities of the technical documentation field. The incumbent must have knowledge and understanding in the planning, cost estimating, scheduling, technical writing conventions and standards, digital data development, production methodologies for creation and distribution of documentation in digital and paper mediums, and review and evaluation of complex TMs, ETMs, and IETMs. The incumbent must have a general knowledge of data interface requirements for management and production of life-cycle technical documentation. The incumbent must have a general knowledge and understanding of Underway Replenishment (UNREP) systems and equipment, the acquisition and contracting process as well as the interfacing elements of logistic support requirements. In addition, the incumbent must have the necessary knowledge and skills: to deal effectively with management level personnel on station, at NAVSEA and its field activities, and at various contractor plants; to analyze and evaluate ideas and proposals related to the technical documentation users needs; to effectively present facts and opinions in oral and written form.
One must have exceptional written and verbal communication, interpersonal, and organizational skills. Ability to follow directions is a must. Applicants must be able to work well alone and as part of a team. Security clearance is required. U.S. Citizenship required.
