Provide program management, engineering, technical, logistics and quality assurance support to NSWC Philadelphia Division for U.S. Navy aircraft carrier Hull, Mechanical, and Electrical (HM&E) systems and equipment. Specifically, support C23 for In-service Support of Aircraft Carriers.
Specifically provide support to NSWCPD C23, including the following:
operation, maintenance, troubleshooting, and testing of US Navy equipment and systems. Support includes review of technical documentation, procedure development and implementation, as well as equipment and parts procurement assistance.
Develop, update and review technical documentation associated with HM&E systems and equipment installed on U.S. Navy nuclear vessels.
Develop and reviewing in briefs, installation POA&Ms, NAVSEA 04 letters, Quality Assurance (QA) workbooks, Naval messages, and Alteration Completion Reports (ACRs). Provide review and oversight to ensure documents are delivered in accordance with Navy Modernization Process (NMP) milestones
and Alteration Installation Team (AIT) requirements (TS9090-310 and NAVSSESINST 4720.2) are met.
The contractor shall assist program managers with the development and tracking of Plan of Action and Milestones (POA&Ms) for related installations, programs, and projects.
A minimum of ten years related experience is required in developing Quality Assurance (QA) policies and procedures in accordance with ISO 9001:2000 standards; performing QA and control inspections on Naval surface ships and submarines; training and certification of QA inspectors. Desired five years of shop experience providing practical knowledge of QA programs, quality control inspection systems and matching skills and a detailed knowledge of shop procedures, processes, methods and techniques. Must have knowledge of Navy programs, organizations, and functions.
One must have good written communication, interpersonal, problem-solving, analytical, mathematical, and organizational skills. Ability to follow directions is a must. Applicants must be able to work well alone and as part of a team. A Security Clearance or the ability to obtain one will be required. U.S. Citizenship required.
